The resolution was moved by the Sindh Home Minister Sohail Anwar Sial. The Rangers will have special powers for a period of 12 months.

As the minister detailed conditions on Rangers special powers, the opposition leaders shouted against the government and tore apart copies of the agenda. They slammed the government for not providing them with copies of the resolution and passing it in haste.
According to our correspondent, the government has incorporated five conditions on special powers of the paramilitary force.
One of the conditions said that Rangers would be required to seek permission from Sindh chief secretary before raiding any political office.
Rangers are also required to seek permission from Sindh Chief Minister Syed Qaim Ali Shah before taking action or arresting an alleged abettor or supporter of criminal element.
However, the paramilitary force can make arrest or raid in connection to extortion or targeted killing.
Senior anchorperson Waseem Badami said the fresh resolution by the Sindh government clearly suggests that Rangers have been bound not to catch political bigwigs like Dr. Asim Hussain.
